          4. (U) TITLE: OPERATIONS: Security of Privately Owned Weapons

          5. (u) OBSERVATION: Storage of privately owned weapons of
          deploped soldiers is not IAW AR 190-11.

          6. (Lt) DISCUSSION: OPLAN LEXICON DANGER included instructions
          -For the storage of privately-owned weapons of deploying
          soldiers. Appendix 13 (Government and Personal Property
          Management) to Annex N (Service Support). This Appendix was not
          coordinated with Physical Security specialists at the F'rovost
          Marshal's Office. The guidance contained in this area required
          soldiers to pack their privately-owned weapons in the same
          container (box) with their other personal property. AR 19C)-Il,
          paragraph 4-12 requires the installation commander to store
             .vately-owned weapons in a "unit" arms room, unless the
          pri
          installation commander desires to use other areas, provided
          these areas are considered "properly secured". PMO proposed
          establishing a designated arms room operation +or
          privately-owned weapons of deploying solders in order to meet AR
          1?0-11 requirements.

          7. (u) LESSON LEARNED: Current method of storing privately
          owned weapons of deployed soldiers does not comply with AR
implify the process of shipping
          personal property to a soldier's home of record if he/she
          becomes a casualty.

          S. (u) RECOMMENDED ACTION: DF'TM: Modify the OPLAN. Disignate
          a single arms room to secure all privately-owned weapons of
          deployed soldiers.
