litter exchange.
- Also of note, the MASF knew that on the 16th they
would receive patients. The personnel did not know what time the
patients would arrive or what time they left the EVAC hospital.
(4) I hope the above mentioned incidents develop as much
concern in you as they did in me. I can not believe that we
evacuate our injured personnel in this way. I just can imagine
what it is going to be like when the ground war starts.
3. Strengths.
a. Soldier Morale. The soldiers that make up the medical
community are a group of great American kids who want to do their
job well. The nurses and doctors within the hospitals are as
professional and resourceful as they come. This spirit must be
sustained. Plans need to be thought out in detail to maintain this
spirit and professionalism on a 24 hour basis.
b. Professionalism. The professionalism and technical
expertise of all individuals concerned should be commended.
c. Regulating System. Has been established and it is a viable
system. The medical community can regulate the hell out of people.

4. Areas of Concern.
a. Issue. maximizing training opportunities.
- Discussion. In a number of cases during the exercise,
when we stopped and did things over, we became better at our job.
Yet, we had the opportunity and the training objective of
conducting night operations and we failed to maximize the training
opportunity.
- Recommendation. Train to the standard. Meet the
objectives you established.
b. Issue. Communications.
- Discussion. Again I would like to break this down;
aircraft, evacuation communications and self-help.
craft Communication - A system was established to
insure that facilities/MRO was properly alerted when casualties
were in-bound. This system broke down. This system must be fixed!
- Evacuation Communications - At each instance of
evacuation that I witnessed at Med-Base America, at no time, real
or dry, were the gaining units notified that they had inbound
personnel. As far as the real are concerned, the only thing the
