      ASF/MASF knew was that at some time (undetermined) they would
      receive patients. Of course, the patients would arrive before the
      aircraft to evacuate them - but when was a question.

                - Self-help Communications - The DCG of ARCENT will do
      everything within his power to provide the medical community with
      everything they need to do the job. Now the medical community must
      identify and correct any communications problems they have with the
      systems on hand.     Too often we@.Wit back and wait for things to
      happen. We must be proactive in this area.

                - Recommendation. Conduct a communications exercise that
      works every system you have available.

           C. Issue. Quality Control on Evacuations.

                -  Discussion.    Establish procedures to insure evacuees
      come with all equipment and supplies they are supposed to have and
      that the evacuation of personnel is reported to the gaining unit.

                - Recommendation. SAB.

           d.      Issue.      Originating medical       treatment     facility
      responsibilities.

                - Discussion. Note incidents.

                - Recommendation. That medical community adopt this as an
      SOP.

      4.   In summary, this again was an excellent opportunity to work
      with a professional group of men and women.          We have a lot of
      things to accomplish prior to G-Day.        I recommend the following
      training:

           a. Conduct night evacuation       ground/air.

           b. Conduct loading and unloading exercises of hot CH-47 and C-
      130  aircraft.

           c. Conduct training with ambulance drivers so they understand
      the  purpose of a MASF/ASF.

           d. Conduct numerous aero-medivac rehearsals.

           e. Conduct a COMEX.
