                                                                          06/25/91
                                        JULLS LONG REPORT

               1. (U) JULLS NUMBER: 31439-51307 (00158), submitted by RILEY
               AFZN-PTM-C, SFC BRISLEY, 856-2225, (913)239-2225.
               2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.
               3. (U) KEYWORDS: NBC TRAINING, MILITARY SERVICE HQ, TRADOC, RWO
(REAL WORLD OPS), USA (US ARMY), ACTIVE COMPONENT, GUARD COMPONENT,
RESERVE COMPONENT, TRAINING, EQUIPMENT, FAVORABLE, CRIT3 (IMPORTANT
               PROBLEM).

               4. (U) TITLE: LOGISTICS: NBC: SUFFICIENT CS POWDER FOR MASK
               CONFIDENCE EXERCISE

               5. (U) OBSERVATION: When FORSCOM directed a 100%
serviceability check of protective masks, many units had not
requested CS in their ammo forecasts.

               6. (U) DISCUSSION: Unless CS could be made easily available,
units would not be able to comply with FORSCOM directive.

               7. (U) LESSON LEARNED: G3/NBC coordinated a consolidated draw
of CS powder, suspended the CS powder in melted paraffin wax,
and issued ice cube size wax "charges" of CS to units scheduled
               for mask confidence exercises.

               S. (U) RECOMMENDED ACTION: TRADOC: Publicize the lesson
learned as a viable means of extending insufficient CS stocks
               +or mask confidence exercises. 1

               9. (U) COMMENTS: When a CS vapor is desired, wax charges are
melted over sufficient heat in a CS chamber. Paraffin wax cubes
containing suspended CS powder improve handling with no
               degradation of efficacy.
