              4. (U) TITLE: LOGISTICST CHEMICAL DEFENSE EQUIPMENT INVENTORY AND
              SERVICEABILITY CHECKS
              5. (U) OBSERVATION: Even crossloveling alerted units with assets
              from other non alerted RC units did not fully alleviate NBC
              equipment shortages.

              6. (U) DISCUSSION: RC unit headquarters did authorize cross
              leveling among units during Desert Shield. It is unknown to
              what extent cross leveling occurred.
                However, inventory of arriving RC units to Fort Riley revealed
              that-
                   Insufficient attention was paid to discard dates of
              equipment, serviceability, and proper authorization levels.
                   Unit shortages of the following items were common across the
              board: hoods, filters, MS paper, M9 paper, MI canteen caps.
              alarm maintenance kits, alarm batteries, DS2 in cans, D82 in
              drums, marking I,,its and detector kits.
                The recent change to outfit each soldier with 2 instead a-F 1
              BDO could only have been met because the Ist ID (M) quickly
              forecasted and requisitioned sufficient quantities to serve both
ion over months in the
              case of Desert Shield, not days, permitted success in this area.

              7. (U) LESSON LEARNED: none

              B. (U) RECOMMENDED ACTION: That much more and constant emphasis
              be Placed on NBC readiness (in peace) in the RC as well as AC.
                That the RC be outfitted with 2 sets of 9DOs for contingency
              purposes.
