             4. (U) TITLE: LOGISTICS: NBC: SECOND SET OF CDE FOR INDIVIDUAL
             SOLDIER
             5. (U) OBSERVATION: FDRSCOM guidance remained unclear thru Jan
             91 as to the composition of the second set of required CDE.
             6. (U) DISCUSSION: FORSCOM message, Subi: Indiv CDE for
             Deploying Units, Operation Desert Shield, DTB 302215Z Aug 90 was
             clear that 2 sets of BDO/CPO must deploy with the soldier.
                  It was unclear whether the second set was to include gloves
             and chemical overboots as well. When queried, FORSCOM stated
             that installation could issue entire ensemble if desired as
             part of the second set.
                  Whether the second set was to include the rest of the
             ensemble in order to suport MOPP gear exchanged remained
             unanswered -For the duration of Desert Shield. MOPP gear
             exchange by definition includes exchange of gloves and chemical
             overboots.
                  As a result, Ist ID (M) units neither planned for, nor drew
             an extra set of gloves and chemical overboots be-Fore deployment.

             7. (U) LESSON LEARNED: none
             B. (U) RECOMMENDED ACTION: That FORSCOM publish guidance an
omposition of the second set without leaving it subject to
             interpretation.
             9. (U) COMMENTS:    The question was resolved during Desert
             'Storm to deploy the soldier with 2 pair of chemical overboots
             and 2 pair of gloves (FORSCOM MSG, FCJ3-CAT, DTG 091251Z, Feb 91
             Subject: Minimum Essential Equipment for Soldiers Deploying to
             ARCENT AOR)
