        SUBJEC-1: 100% Visual Inspection

        1.  The following procedures have been developed to assist
        forward deployed units comply with the CINC imposed requirement
        of 100% visual inspection of mail weighing 16oz or more.

            a.  Units which are too dispersed to have packages inspected
        at the post office will appoint a Battalion Postal Officer/
        Inspector.

            b.  The Battalion Postal Officer/InsDector will inspect the
        contents of each package and observe the package being wrapped.

            C.  After the package is wrapped the postal officer/inspector
        will write or stamp the package with 'inspected and meets FAA
        requirements.', The postal officer/inspector will then sign the
        package.

            d.  After packages are accepted by the postal officer/
        inspector they will be secured.     Once the package has been
        inspected and wrapped a chain of custody will be maintained.

            e.  Postal Officer/Inzpector must ensure that packages are
        transported '@o' the servicing postal unit as expeditiously as
        possible while@ maintaining chain of custodyi

            f-  Battalions will submit a signature card or memo to the
        servicing postal unit identifying the postal officer/inspector.
        The postal uni:t will maintain on file all signature cards/memos
        for references. . The postal unit will not accept packages signed
        by anyone other than valid postal officers/4-nspectors.

        2- 'The procedures listed above are temporary and should be'.
        implemented only be units which are hampered by geographical
        dispersion.   Once units have consolidated, normal visual
        inspection procedures at the postal unit will be observed.

        3.  This Drocedure is effective upon receipt.
