               STANDING OPERATING PROCEDURES (SOP) CARC PAINTING OPERATIONS

             I.PURPOSE: To provide safety requirements for CARC painting
             operations.

             2.SCOPE: This SOP applies to all VII Corps and support
             personnel.

             3. RESPONSIBILITIES:

                 a. OTC, CARC site:

                      (1) Will enforce all safety requirements.

                      (2) Establish procedures to limit the access of
             personnel into the CARC site.

                      (3) Ensure medical support is on site. It is essential
             that medical support have eye wash, and fully charged oxgen
             bottle.

                      (4) Ensure communications are on site for an emergency.

                      (5) Ensure that an emergency fire and medevac plan is in
             effect and briefed to all personnel on site. All personnel
             should know where to go to make an emergency phone call and who
             to report to. Phone numbers should be posted in the operations
             tent.

                      (6) Ensure a contact maintenance team is on site.

                      (7) Enforce traffic control and speed limits.

                      (8) Enforce ground guiding of all vehicles in CARC site.

                      (9) Ensure that nonessential electrical equipment is not
             .operated within 50 feet of the paint area while paint operations
             are being conducted. (i.e. Do not turn on/off or unplug or even
             adjust anything electrical during paint operations)

                      (10) Designate one on-site OTC SAFETY representative,
             per shift, to control the safety of all phases of CARC
             operations, individual will have no other assigned duties other
             than SAFETY.

                 b. OTC SAFETY representative:
