      J-2 CARC OPERATIONS

      a.   ISSUE: Under VII Corps control the CARC painting operation was
      developed into a medically sound, safe and efficient painting
      operation.

      b.   DISCUSSION: Medical and safety conditions a+ CARC painting are
      demanding but not unique or highly complex.

      C.   RECOMMENDATIONS: There should be an intensive training program
      aimed at medical personnel, safety officers, civilian technicians and
      working soldiers prior to initiation of a painting operation. The
      mysticism of "CARC" painting should be replaced by technical knowl4edge
      and proficiency.
