          7. The medical mission will usually be best enhanced by
          integration of all deploying medical resources into the regional
          health care delivery system. However, ultimate control and command
          should be maintained by the redeployment command surgeon and
          health maintenance of the redeploying unit must always be given
          highest priority.
          S. If there is to be any medical mission addressed by the
          deploying medical units, then the trail party of theme units must
          retain personnel and material"assets adequate to meet that need.
          This &iust be in addition to the assets retained by the usual unit
          which would be tasked only with deployment of their own personnel
          and equipment.
          9. The management criteria for deployment of medical resources by
          the command surgeon should be quality of care, smooth coordination
          with regional facilities, and efficiency in that order of priority.
          10. The dynamic and technical demands upon the command surgeon are
          such that he must have maturity, experience and professional
          qualifications of at least board certification in general surgery.
          The needed command authority mandates the requirement of at least
          the rank 0-5 or 0-6.
