a. ISSUE: High quality emergency and primary health tare was achieved
during.redeplayment. However.' this was achieved only with extensive
cooperative arrangements, improvisation, and intensive personal
direction. Even with thisythere was some erosion of the morale of the
regional medical professionals. (frustrated expectations and stress
during transitions). Also the need for unanticipated tasking of
nonmedical commands +or utilization of their medical assets, engendered
some animosity and conflict within the Corps command. This probably
could have been avoided if earlier and more extensive medical planning
and control had been achievable.
b., DISCUSSIONE Unique demands,and limited resources require special
Tanning and Command control. These concerns should be addressed in
itail in an extensive study. The present report must be too brief to
address these details here. However the minimal recommendations
follow.
C. RECOMMENDATIONs
1. "Primary" (dispensary type) health care should be provided by
regional medical units.
2. These units should be under the command and close control of
medical officers who have professional competence in clinical
primary and emergency medicine.
3. Ideally, plans for the redeployment medical mission should be
made well in advance, In co'njunction with the corps surgeon.
4. Basic resources for accomplishment of that medical mission
should be allocated to the regional medical unit.
5. Medical resources of deploying units should be removed +ram the
command of the individual redeploying unit and placed under command
and control of the redeployment command surgeon during redeployment.
Utilization of medical resources in these circumstances is
analogous to utilization of players for an all star football team.
The resources can not be utilized unless the parent teams
relinquish control.
6. The redeployment command surgeon should deploy the resources
under his command in a manner which will maximally enhance the
overall medical mission.
