A) aMERr OPMMCNS: VII Corps Engineers continue to
support maneuver forces. Effort is concentrated in mobility operation by
construction and repair of MSRs and Division Routes. We will begin to
mark enemy obstacles and unexploded ordnance. Engineer will assist BCD
Detachments in clearing this ordnance and the abandoned enemy equipment.
Will begin clearing and repair of MSR Donahue on 2 MAR 91.
B) ENGBIF@M ISSUES:
1. Engineer Mnitions. MICTJC. Need X4CCC14 to approve and
instituticmlize the fixes. Other units should not have to continue
experimentation. Extensive destruction efforts are rapidly depleting
Corps Stocks for Blasting Caps, Det Cord, Tim Fuze, and Fuze Ignitors.
2. Equipment Issues. 7 EN BDE still needs additional 916
tractor assets to haul heavy equipment. German equipment issue only
replaces 5 of 23 short. RPV Airfield. lesson learned from this operation
is that the RPV is a resource eater. It needs its own runway material or
a different rode of launch/rec@. Airfield mattIM, that Must be Moved
every 2-3 days is just riot the answer. Explosive sniff ing dogs, this
option for detecting explosives should be explored for use in urban
areas. Current mine detecting devices are u),--f f ective and u),--f f icieryt on
modern plastic mines. Replacement platoons arrivuq without equipment
(MI13s, 5 Thns, crew--erved weapons). Difficult to integrate and still
maintain unit integrity. Need to get M113S for these units. Need
theater reserve for low density engineer equipment, (dozers, scrapers,
etc) suggest factor from doctrinal publications (FMs) and buy or lease
comi,--mial replacements for combat losses. Dist Palliative Transport
still needs method of spreading palliative. Need to maintain MSRs is
critical now as before. As hostilities end, can envision use of contract
vehicles and drivers. Need to reopen the pipeline. we are not getting
any crude oil.

F) PROPOSED OPERATIONS:
1. Engineers assigned to 2ACR, 1AD and 3AD are supporting
unit mobility and providing division supply routes. 3AD has ompleted
construction of Corps MSR Burgundy to Objective Collins. 176 EN GRP is
establishing LOGBASE NMLITZEN to include the road net and MSR Blue. 109
EN GRP has responsibility for the Corps rear to include maintenance of
M(3RS. 926 EN GRP dropped back to BDE control. Will be consolidated vic
Ob]ective Dorset. Due to lack of haul assets (only 50% of tractors auth)
will take time to consolidate. Follow on mission to maintain routes
behind divisions. MSR Green cmplete to LOGBASE NELLIRGEN only. MSR Blue
to IPSA vic Pr8500. MSR Burgundy to PU447190 and is completes
