              1.(L4* GENERAL.
                  a(U4f6+ Purpose. This annex provides Personnel Service
              Support (PSS) planning guidance and establishes responsibilities
              in the areas of Military Personnel operations, Civilian
              Personnel Operations, Morale, Welfare and Recreation (MWR)
              Activities, Religious Ministries, Safety, and Postal
              Operations. PSS operations as defined by this annex include
              those personnel functional areas of the USARCENT DCSPER, and
              Chaplain's Office, as well as those contained in Annex S (SJA),
              Annex T (Comptroller), and Annex U (PMO). The provisions of
              Appendices to Annex E to COMUSARCENT DESERT SHIELD OPORD 002
              remain in effect except as amended by this annex. All guidance
              and responsibilities previously assigned solely to the XVIII ABN
              Corps are equally applicable to Vil Corps.
                  b. (U) Scope. The provisions of this annex apply to all
              units and personnel assigned, attached, or under the operational
              control of COMUSARCENT during DESERT SHIELD.
                  c(u)fvr Concei3t of Personnel Support. Units will deploy to
              the theater self supporting for routine personnel
              administration. Deployed and deploying units will continue to
              coordinate many aspects of PSS through home station, with info
              copy of activities forwarded through theater command and
              control/technical channels to COMUSARCENT DCSPER or ARCENT
              PERSCOM (Prov) as appropriate. During this phase operations
