              will focus on the successful reception, onward movement, and
              closure within tactical assembly areas of VII Corps forces. PSS
              emphasis will be, in priority, strength management, casualty
              reporting, postal operations, and MWR. ARCENT PERSCOM (Prov),
              vic DHAHRAN, will establish liaison with and provide DS to
              incrementing VII Corps forces until such tine as VII Corps is
              fully operational for such operations. ARCENT PERSCOM (Prov)
              will continue to conduct DS personnel operations for all echelon
              above Corps (EAC) units and personnel until the stand up of the
              3rd Personnel Group. ARCENT PERSCOM (Prov) will develop,
              integrate, and manage the theater's military personnel service-
              support system IAW policy guidance established by USARCENT
              DCSPER.
              2.(J"t PERSONNEL POLICIES AND PROCEDURES.
                  a(Ul@ Responsibilities.

                      (1) (U) USARCENT DCSPER will:

                          (a) (U) Provide policy for and direct the theater's
              military personnel service support system.

                          (b) (U) Provide policy for, direct, integrate, and
              manage the theater's civilian personnel service support system.

                          (c) (U) Prepare theater level PSS plans, orders,
              and estimates.

                          (d) (U) Recommend PSS operational priorities to the
              USARCENT G3.

                          (e) (U) Advise COMUSARCENT on personnel factors
              affecting the command climate.

                          (f) (U) Provide management of officer and enlisted
              personnel for HQ, USARCENT.
                      (2 IUK   Commander, ARCENT PERSCOM (Prov) will:
                          (a) (U) Accomplish those tasks outlined within the
              Basic OPORD.
                          (b(Lt@ft  Be prepared, on order to establish PERSCOM
              (Main) operations, vicinity RIYADH.
                          (c(LL@"   Be prepared, on order to establish a
              Theater Army Personnel Operations Center (TAPOC), vicinity KKMC.
                          (d)(U.@-+ Be prepared to send or exchange personnel
