     PRESENT A HAZARD WHEN THE TERRAIN IS CROSSED AND THE SOIL IS
     DISTURBED.
     6. EVEN AFTER A PREVIOUSLY CONTAMINATED SURFACE IS VISIBLY DRY,
     IT HAS NOT NECESSARILY WEATHERED TO A SAFE LEVEL FOR EITHER
