         SUBJECT:   After Action Report, 800th MP Bde (PW)


             The HHC, 800th MP Bde arrived in theater on 25 Dec 90. BG
         Joseph F. Conlon III, CG, 800th MP Bde, the G-1 and G-3 partici-
         pated in the ARCENT MAPEX on 26 Dec 90.    During the MAPEX, the
         brigade presented its plan to COMUSARCENT, LTG Yeosock, for the
         support of ARCENT and MARCENT.

             During the MAPEX, this brigade presented five major issues to
         the ARCENT for staff coordination.    First, the need for immediate
         support in site selection based upon water availability and the
         immediate need for a priority to the 416th ENCOM for EPW site con-
         struction.   Second, the internment capability of our camps versus
         the projected capture rates.   Third, the need for a host nation
         agreement for the transfer of "U.S. Captured." Fourth, the neces-

         ported at all levels of the command for the movement of EPW out
         of Div to the Corps holding area and from the Corp holding area
         to the theater EPW Camps. Fif th, there was a severe lack of com-
         munication equipment and vehicles in the MTOE of the EPW brigade,
         camps, battalions, and companies.

             The 800th MP Bde (PW) established four EPW camps in two loca-
         tions in support of the theater. Each EPW camp was tasked to es-
         cort, process, and intern in a safe and secure environment EPW
         and Cl for all branches of U.S. services and allied forces, and
         upon agreement, transfer EPW to the host nation for repatriation.

             The brigade staff coordinated the location, construction, and
         logistical support for the four MP camps.    Each MP Camp Headquar-
         ters and their task organization, consisting of an MP Bn Headquar-
         ters, a processing company, guard companies, and an escort guard
         company, were deployed from their port of disembarkation to their
         assigned A/0.

             The 301st MP Camp and the 400th MP Bn were assigned to sup-
         port the XVIII Airborne Corps.   The 402nd MP Camp and the 143rd
         MP Bn were in support of the VII Corp.    The 400th MP Camp with
         the 34th MP Bn, the 401st MP Camp with the 193rd MP Bn and the
         403rd MP Camp with the 146th MP Bn supported the EPW mission in
         the MARCENT A/0.

             In addition, the 800th MP Bde was tasked to train the Saudi
         Arabian forces in the development of a plan for processing and in-
         ternment of EPWs captured by the coalition forces.

             Camp construction was begun immediately by camp personnel.
         Problems encountered, such as the installation of a water system,
         sewage disposal system for up to 24,000 at each site, the light-
         ing and electrical generation requirements and the cooking facili-
         ties requirements, were overcome with local purchases, changes
         within the camps design and a can do attitude by the MPs on the
         ground.
