SUBJECT: After Action Report, 800th MP Bde (PW)

The EPW population began to flow out of the forward divisions
through the corps holding areas to the theater camps at the on
set of the air war, 17 January 1991. The capture rate escalated
daily through the air war and reached a high during the ground
war. Each camp prepared for and received a daily EPW flow be-
tween 2,000 and 4,000 EPW from their assigned Corp Holding Areas
         during the ground war.

Initial priority was for the safe and speedy movement of
these EPW out of the corps to the theater camps where the prison-
ers were processed into the camps by means of the Prisoner of War
         Information System (PWIS).

111.1 ---- -- ---' -- 'ii Liie crimps was a proven success for each pro-
             @rn LiLuct@.-i:jiiiyL
cessing company and the PWIS II System. The 800th MP Bde estab-
lished a processing goal of 500 EPW per day per camp. As each
camp reevaluated their processing lines and their procedures,
each was able to exceed the Bde goal. Despite the need for trans-
lators, each camp was able to achieve a processing rate that was
triple the brigade's goal and maintain the necessary accuracy
rate initially established. Daily, PWIS II information was
shipped to the brigade for inclusion in the PWIC Data File which
was transmitted to the National PWIC in Washington, D.C.

'To date, the PWIS II System has accounted for over 69,000
thousand enemy prisoners captured and interned by U.S. forces.
The validation of the EPW processed by the U.S. camps continues
and the final figure will be reported to the National PWIC.

         2. Evaluation Methodology: This consisted of a review of all op-
erational requirements from the COMUSARCENT to include OPLANS, or-
ders, and messages, followed by a review of the 800th MP Bde plan
to support the theater EPW mission as reflected in 800th MP Bde
Theater EPW Operations Plan, OPLAN 1-91, dtd 28 Jan 1991. The re-
view of all orders and messages and the 800th MP Bde SITREP
formed the yardstick on the progress achieved by each unit in the
         accomplishment of their assigned mission.

         3. NBC: Operation Desert Shield/Storm involved a combat situa-
tion with a high NBC threat level. Units received training in
NBC survival skills at their mobilization sites prior to arrival
in theater. In addition, unit chemical defense equipment shortag-
es were filled at the mobilization site to a large extent. This
was a significant plus for NBC readiness and should be incorporat-
         ed into all future deployments.
