         ANNEX D (OPERATIONS) to 3D MEDCOM FSOP

         1. GENERAL:

             a. Purpose: To establish procedures governing the
         establishment and continuity of operations of the headquarters
         and its movement to and between field sites.

             b. Scope: This Annex is applicable to all personnel
         assigned to the Headquarters and Headquarters Company.

             C. Unit SOP: Unit SOPs will conform in-so far as insuring
         continuity of operation of headquarters element.

             d. Changes and/or Conflicts: If the operations portion of
         this SOP conflicts with SOP's of the Higher Headquarters, the
         Higher Headquarters SOP will be followed.

         2. MISSION: The ACofS, SPO Section coordinates and supervises
         activities of the command pertaining to the following:

             a. Intelligence activities of the ARCENT MEDCOM to include,
         collecting, processing, and dissemination of intelligence
         information, intelligence training, censorship activities; and
         the conduct of security investigations.

             b. Installation type security for units of the ARCENT MEDCOM
         and participating in support of rear area protection operations.

             C. Current and mid-range plans, policies, procedures, and
         programs to health services operations and functions.

             d. Selection and allocation of medical units by types and
         numbers required to support the ARCENT MEDCOM mission within the
         area of operations. Contingency planning for future operations.

             e. Relocation and attachment of medical units attached to
         the ARCENT MEDCOM.

             f. Establish priorities to allocate equipment in short
         supply within the MEDCOM and advise Supply and Services of those
         priorities.
