              C. (U) Due to existing shortages and overcrowding of civilian
         facilities in the AOR, planned use of either indigenous civilian medical
         personnel or medical facilities to support USARCENT is not feas4ble.
         However, maximum use of civilian facilities for the treatment of
         displaced persons is highly encouraged.

              d.       Because of the foreseeable need to displace major units
         for survivability, only clearing companies will be deployed forward of
         AL JUBAYL initially, with the hospitals remaining in the division rear
         areas. Clearing companies will play a major role in assisting the
         hospitals in handling casualties while the hospitals move. This action
         is necessitated to increase the survivability of the major units,
         understanding that it will degrade at times the overall levels of
         medical support.

         3. (U) TASKS

              a. Commander, 44th Medical Brigade will:

                 (1) (U) Ensure adequate medical support, accompanies
         deploying forces to the AO and organic medical support, and other
         medical capabilities are commensurate with troop population increases.

                 (2) -t&)- Provide corps level medical support to all USARCENT
         forces within Commander. XVIII Airborne Corps AOR.

                 (3) (U) Provide emergency medical assistance to other US
         nationals i-n the AO, and to local nationals within capabilities,
         provided such assistance  does not interfere with the military mission.

                 (4) (U) Ensure    that the use of non-US medical facilities for
         care and treatment of US  personnel is accomplished only in emergency
         situations, and patients  so treated are returned to US control at the
         earliest practical time,  consistent with their medical condition.
         Routine use of non-US medical facilities is prohibited.

                 (5) (U) Be responsible for medical care and treatment of
         civilians and prisoners of war detained or captured by US forces. Care
         and treatment provided these individuals will be consistent with the
         provisions of the Geneva Convention.

                 (6) (U) Ensure maximum utilization of host nation medical
         facilities are used for the treatment ol displaced civilians, where
         feasible, and that captured enemy medical material be earmarked for the
         treatment of EPWS.
