                                           NBC OVERVIEW


                     The planning for and the execution of NBC Operations during
                Operation Desert Shield/STORM will be addressed by the following
                phases: Predeployment, Deployment, Lodgement, Expansion, and
                Warfighting.

                     a. Predeployment- The first action upon being alerted, was
                to conduct 100% inventory of all NBC equipment within the brigade.
                All identified shortages were placed on order by the brigade NBC
                section vice battalions. The response from the supply system was
                exceptional- most of the requisitions were filled within four
                days. In addition to Protective Overgarments, the brigade
                received 11 chemical agent monitors and 108 MSAL Chemical Agent
                Alarms. Additional shortages were filled by lateral transfer from
                units that were TPFDD for deployment at a later date.

                     Each battalion was required to strip down and service all
                protective masks (to include filter and hood exchange), for every
                soldier slated for deployment. A large number of dry rot masks
                was discovered during the servicing process. We were able to
                quickly change out unserviceable (DX) masks through an adhoc
                Direct Exchange program established by the Directorate of
                Logistics exclusively to support Desert Shield deployment.

                     As part of the deployment preparation, the Fort Bliss NBC
                school volunteered to assist the brigade in giving classes on
                threat NBC capabilities and basic skills. They also ran the riask
                check point at the airfield departure point. Their assistance was
                critical in freeing up the brigade NBC staff to work on other
                issues.

                     b. Deployment- As units continued to phase out of Ft. Bliss,
                it became apparent that units had not accurately captured
                equipment shortages during the initial inventory- there were
                several last minute requests, primarily for masks and nerve agent
                antidotes. Again, units slated for later deployment provided the
                equipment. In some instances, difficulties were experienced in
                backfilling the drawn down units on time to meet their deployment
                schedule.

                     once the entire brigade closed out of Ft. Bliss, there was no
                system in place to provide NBC support to follow-on/replacement
                personnel. This resulted in several soldiers arriving in theater
                without their individual protective equipment. The problem was
                fixed after the installation lateral transfer of equipment from
                the 56th Brigade to the lith Brigade rear detachment S-4.

                     c. Lodgement/Expansion- Many units did not have an inventory
                of items shipped to Saudi Arabia. They arrived thinking that they
                were short and/or had lost equipment that was later found. With
                the eventual establishment of the 2nd Material Management Center,
                we were able to satisfy unit requests. With equipment shortages
