The medical SELRES personnel recalled for Operation Desert Shield/
Storm were drawn primarily from Program 32 (Health Services) and
Program 46 (fleet hospitals), which are the two largest medical reserve
programs. SELRES personnel from Program-32 units replace the active-
duty medical personnel who deploy to meet theater medical requirements.
SELRES personnel from Program-46 units staff seven of the Navy's inven-
tory of nine reserve fleet hospitals.' For both progrpmg, the Bureau of,
Medicine and Surgery (BUMED) is the technical manager and the Director
of Naval Medicine/ Surgeon General of the Navy (OP-093) is the sponsor.
The activation of SELRES personnel took place in four steps, shown
in figure 1. The first step involved the determination of theater re-
quirements by NAVCENT or backfill requirements by BUMED. Next, BUMED or
Commander, Naval Reserve Force (COMNAVRESFOR) nominated units and indi-
viduals to meet the requirements after verification of the individuals'
readiness and qualifications. The Deputy Chief of Naval Operations
(Plans, Policy, and Operations) (OF-06) directed the recall, authorizing
manpower levels, designating specific activities to be augmented, and
designating reserve units to be activated. The Director of Naval
Reserves (OP-095) verified that units and individuals met the policy
guidelines for the recall that were established by the Deputy Chief of
'Naval Operations (Manpower, Personnel, and Training) (OP-01). OP-601
approved the nominations after determining that the recall did not
exceed the SECDEP ceiling. Reserve and readiness centers notified the
units and individuals subject to the recall under the direction of
COMNAVRESFOR.
