                  The requirement for medical SEIRES personnel in Operation Desert
              Shield/Storm increased in three phases. During the first phase, from
              August to early November, medical SELRES personnel from Program 32
              filled vacancies in CONUS MTFs created by the deployment of more than
              3,000 active-duty personnel to the theater. In early November, the
              President announced that troop levels in the Gulf would increase by
              approximately 150,000. Medical requirements to support the build-up of
              troops increased correspondingly. During the second phase of the
              medical recall, from early November through mid January, SEIRES per-
              sonnel were recalled both to meet additional medical staffing require-
              ments in the theater and to return CONUS MTFs to staffing levels that
              prevailed at the end of the first phase. The third phase, to expand
              CONUS capability to care for returning casualties in designated primary
              casualty receiving hospitals, was in progress when hostilities ended and
              will be separately documented.


              REQUIREMENTS FOR MEDICAL SELRES PERSONNEL

                  The process for determining requirements for medical SEIRES person-
              nel differed for those units and individuals used in a backfill role and
              those who deployed to meet theater medical requirements. Requirements
al SEIRES personnel to backfill CONUS MTFs originated with the
              MTFS. BUMED reviewed and consolidated the requirements for submission
              to OP-601. In addition, from August until December, BUMED nominated the
