In early November, the President announced substantial increases in
force strength in support of the operation. Medical requirements corre-
spondingly increased, more active-duty medical personnel deployed, and
the requirement for SEIRES backfill increased. During the second phase
of the recall, from early November to mid January, the Navy recalled
additional SELRES personnel to return staffing at CONUS NTFs to levels
that prevailed at the end of the first phase. Table 4 shows the status
of the SELRES backfill at the approximate end of the second phase.
However, recalled SELRES personnel were still reporting as the third
phase began.

As the second phase began, the MTFs had to redetermine their
requirements for personnel, based on a comparison of deployed active-
duty personnel and recalled SELRES personnel on a given date. However,
staffing levels were changing as more active-duty personnel deployed to
meet new requirements and to replace those returning from the Gulf. In
addition, the MTFs did not always receive notice that SEIRES personnel
had been recalled to their facility and would be reporting. These un-
certainties introduced a random element into the process for determining
requirements for the second phase.
