                    By late January, the ratio of SEIRES personnel assigned to CONUS
              MTFs to deployed active-duty personnel was 80 percent. Reserve replace-
              ments lagged behind active-duty losses because of delays associated with
              the recall process (discussed in the next section) and shortages in
              specific medical specialties. In addition, meeting theater medical
              requirements remained the priority for staffing during this period.

              Theater Medical Requirements

                   During the second phase of the reserve recall, the Navy used SELRES
              personnel to meet a significant part of additional theater medical-
              manning requirements. CINCCENT directed the Navy to increase staffing
              on hospital ships to reach full 1,000-bed capacity and to provide an
              additional 1,000 echelon-III beds by 15 January 1991. The Navy met the
              bed requirement by deploying two additional 500-bed fleet hospitals,
              FH-6 and FH-15. Tables 5 and 6 summarize projected requirements for
              additional personnel to achieve the increased capability.

                    The Navy chose to use SELRES personnel to meet these staffing re-
              quirements for several reasons. First, using medical SELRES personnel
              to meet phase-II theater requirements minimized personnel turnover at
              CONUS MTFS. Using SEIRES personnel to meet temporary requirements would
              also ease the post-hostilities transition. Finally, the need for more
              surgically intensive specialties than could be met with active-duty
              personnel mandated the use of SEIRES personnel.
