            9. SECURITY

            There exists a perception that security was not a high priority
            with the command.    This resolved around early training of security
            teams, lack of perimeter fence, late arrival of sancl bags, absence
            of bunkers and information regarding building of bunkers, checking
            ID's and letting local employees move about freely. Transportation
            in open trucks added to anxiety level.

            10. SUMMARY

            Communication rpmains the       seat of many problems.         Lack    of
            communication/information fosters many rumors.        information given
            verbally can easily be misunderstood and changed in the re-telling.
            written communications, clear and factual is best hope.       Reservists
            expect   reasons   to be delivered with decisions          and orders.
            Reasoning tends to develop trust iii decision making capability of
            the leaders and allows crisis orders to be followed with trust.

            Much work remains to be done to record and refine the knowledge w'?
            have gained. This is an ongoing process and we're not at the end,
            only the beg4.nning.    While FHOC has proven to be a valuable an:
            indispensable training too!, revision of the !OL's and SOP's '..7
            now in order based on real experience with a concept previously
            engineered, bought and stored.     CBR training is lil@ev)ise a need cf
            review and restructure.

            Finally we all felt that professionally we were mcre q,,;a!4,fied tha.-.
            any active duty hospital.       We are the best.     Other that norma.
            frustration and reactions to rtressors we felt that the ent;-,,
            hospital company pulled together to work well together.
