               before hostilities allowed many training and certification deficiencies to be
               addressed, although not always in the best training environment. Future operations
               may not offer the opportunity to provide          g after deployment. Medical and
              -support personnel must be trained, qualified, and current in certifications so that
              -they are immediately ready to man and operate deployable medical platforms in a
               combat envim=ent. Medical.personnel in key theater command, advisory, and
               planning positions also require        g and experience in operational planning and
               command relationships.

               SUPPLEES AND EQUI:PMENT FOR RO                         CARE

                   Fleet hospitals and hospital ships had inadequate supplies and equipment to
               support the requirements of routine health care and health maintenance for the
               expected patient population during the transition to and from war. Improvements
               in this regard are required to support theater evacuation policy. Without adequate
               resources, personnel were needlessly evacuated and lost to their operational units
               for minor medical and dental problems. The mission requirements of deployable
               medical platforms should be reviewed and, if appropriate, authorized medical and
               dental allowances lists (AMAL, ADAL) should be developed tha@'include state-
               of-the-art items necessary to provide care in areas such as gynecology, orthopedics,
               and restorative dentistry.
