                     On 27 Februar7 1991, President Bush ordered the cessation of offensive military
                 operations agamst the Iraqi forces. There was no pnor detailed doctrine on the
                 redeployment of medical platforms or on the continued p@on of medical care during
                 redeployment. In accordance with USCENTCOM @g, COMUSNAVLOGSUPFOR
                 issued a concept of operations for continued NAVCENT echelon III medical care in
                 support of Navy and Marine Corps redeployment from the USCINCCENT AOR The
                 plan called for long-tezm care to be provided by host-nation facilities in Bahrain with
                 the support of US. naval personnel. FH-15 with 200 beds was also made available for
                 support during the MARCENT redeployment and standup of a Marine Corps echelon E
                 capability in Al JubayL Additional personnel were assigned to Administrative Support
                 Unit (ASU) Bahrain to provide outpatient cam at ASU Bsthr-gin and inpatient care at
                 Salmamya Hoslntal. Medical evacuation was to be provided by ASU Bahrain

                 F'LEET HOSPITALS

                     All of the fleet hospitals needed to be returned to CONUS for refurbis       hment,
                 but no detailed plan e3dsted for their redeployment. FH-5 proposed a retrograde
                 plan for deactivation on 3 March based on an FHSO draft deactivation plan. FHSO
                 concurred with the retrograde plan and assigned a Fleet Hospital Deactivation
                 Assist Team to provide expertise in the identification and pacldng of supplies and
                 equipment for all three hospitals. Significant problems arose in getting the fleet
                 hospitals shipped out of country because fleet hospital personnel had no experience
                 with the logistics system.

OMUSNAVLOGSLTPFOR reported the standdown of FH-5 and
                 FH-6. Medical services through the echelon III level were then to be provided by
                 FH-15 in Al Jubayl and Salmaniya Hospital in Bahrain. Outpatient medical ser-
                 vices continued to be provided by the Medical Detachment at ASU Bahrain. FH-15
                 remained open as a 200-bed echelon III MTF in Al Jubayl until the redeployment of
                 @CENT and the standup of a Marine Corps echelon II capability in Al Jubayl
                 were complete. FH-15 reported that, during the standdown period, the joint regulat-
                 ing capability clitninighed too rapidly, resulting in untimely regulation and. mis-
                 regulation of patients. On 15 April, FH-15 began to stand down.
