GEM SCHWARZ~OPF (US):   Shall we'begin.

GEM SCHWARZKOPF (US):   I think the Terms of Reference (TOR) for this
ineeting have already been sent~by my government to your government.
My intention is to stick very much to the subjects that were mentioned
in the TOR.   I will be happy to'discuss any other points that you
might want to raise after we have completed the points in the TOR.
The purpose of the meeting is to discuss and resolve conditions that
we feel are necessary to ensure that we continue the suspension of
offensive operations on the part of the coalition, and the way that we
as the military can implement these conditions, and also the
conditions of the resolution passed by the United Nations last night
I would like to have everything that is said here recorded.  Those
things that we both agree to do will be recorded and then we will both
do what we agree to do here, and we will inform our governments what
each of us is doing, and then our qovernments can do whatever is
necessary in conjunction with the United Nations to finally put into
effect a cease-fire.   I have no other opening statement to make; I
would invite you to ~ake an opening statement

LTG ARMAD (I):   We have come here fully ready to discuss all the
points that were mentioned in the communique that was presented to our
government.   Discuss all works needed that assures the continuation of
the cease-fire and end of all hostilities and we are authorized here
as the delegation with all the authorities needed to make this meeting
a very successful one in an atmosphere of cooperation.  And we can
discuss the minutes of the meeting, as you have, that was handed to us
by the representative of the United States, that was handed to the
representative of the Iraqi Republic by your President of the United
States on the morning of the 1st of March.  We can start

GEM SCHWARZKOPF (US):   The first thing that we would like to discuss
is prisoners of war.   We would like to ask the following things. We
would like to ask first that the International Committee of the Red
Cross be allowed immediate access to our prisoners of war that are
being held by you.

tTG AHMAD (I):   Our government was very clear about this point that
was announced at the very end of the hostilities.  This will be
accomplished.
