us would agree at least to have an immediate symbolic release of
prisoners. We would be happy to fill an airplane, a Red Cross
airplane, with prisoners and fly them immediately to Baghdad or any
place of your choice
LTC AHMAD (I): That is not bypassing the Red Cross?
GEN SC~~RZKOPF (US): I thin{k It is important for the world to see
that we are serious about exchanging prisoners immediately.
ThTG AHMAD (I): As we have said, as I have said, we are very serious
in this matter and from this very point we are ready to exchange
through the Red Cross. If you think that this is a suggestion then we
are ready just minutes after we go back to Iraq and we could discuss
it and give you the answer the same day
GEN SCHWARZ~OPF (US): Good
LTG KHALID (SA): According to the Geneva Conventions, POWs are
allowed to choose where they go after they are released.
LTG AMMAD (I): We will comply with the international laws.
bTG KHALID (SA): There we agree to cornply with the international law?
LTG AHMAD (I): Yes. According to 1949 Geneva Convention, all will be
within the law
LTG KHALID (SA): Yes. Good. These we will comply~
GEN SCHWARZKOPF (US): (To LTG Khalid) I think on both sides, the
question is who wants to go back and who wants to stay. And we
probably end up having some intermediary to see that the Kuwaitis have
access to tile Red Cross. (To everyone) Then we have agreed that we
will let the Red Cross determine ~ihether people want to come back or
not and if they tell the Red Cross they want to come back then they
come back.
LTG AHMAD (I): The Geneva Treaty is very clear to us and to you and
we wish that this will be contributed on both sides very short. And we
are ready from this very moment to exchange through the Red Cross.
Any suggestions outside this subject than we'll have to agree upon
discussing the questions.
GEN SCMWARZ~OPF (US): Good. Then I have no problern if we are going
to imniediately exchange prisoners through the Red Cross
LTG AHMAD (I): We will assure you that we have no problem on this
matter and we are going to do from our side, do our best and
coordinate with you in the exchange of any prisoners.
GEN SC~~ARZKOPF.(US): Ithinkthe.General and I will have to ~4'ork
very hard to make sure that the Red Cross works quickly. (To Khalid)
