Subject: Changes regarding members of the armed
forces
Per the memo of the army staff 1651, on 7/1/1990, reported
in the letter of the administration and quarters 4921 on 8/5/1990,
and reported to us in the memo of the 18th division 5624, on
8/29/1990. The Army chief of staff has agreed to the 4th provision
of the quarters' letter no. 24418 above on 7/8/1990, that includes
the following:
a. To identify the party responsible for ticket reservation, and
sending out the soldiers in the Basra area as long as the
southern area is open for transportation. The post is the
party responsible for sending out personnel provided that it
coordinate with the corpses and the navy.
b. cancel the low that would allow use of seats and cabinets (on
trains) by the military except in the Basra Area.
c. The party asking for reservation should show proper
identification, so that lows and regulations are not broken.
d. Military people should be asked to show up at the station
half an hour early to the reservations section to get their
tickets.
e. The proposal of trains has been rejected, which means going
back to reservation regulations that were in effect before
the war which call for equating the military with the
civilian population. It should be considered however that the
military enjoys a higher number of reservations than the
civilians.

Per the memo of the 3rd corps, administration, no. 111 on
9/2/1990, and following our memo on 9/13/1990, reported to us in
the memo of the 18th division 5718, on 9/5/1990, the following
are the regulations for transferring those on leave of the
division's officers and ranks:
1. Our division's operations section has allotted 20 vehicles to
transfer those on leave from company 106 to Sa'ad square in
basra and back.
2. The convoy of personnel on leave would depart at 6:30 (T.C:
two words are unclear) under the command of the convoy
commanding officer and with the protection of the infantry
commandoes of the division.
3. The officers are to be transported by a (unclear word)
vehicle (40 passengers) of the 106 company in the same convoy
and at the same time and place.
4. As for their return, the same vehicles would be at the Sa'ad
square at 13:00 of the return day and would wait to 15:00
before it departs to back to the division area using the same
route.
This would apply to all leaves from now on unless there is any new
changes. Please act accordingly.

Per the secret memo of the 18th division 4013 on 9/19/1990.
The instructions of the commander during his visit to our infantry
troops 95 on 9/13/1990. The following was decided:
1. All officers are to take the ammunition and food supplies to
the soldiers.
2. Establish the scope of responsibility for the platoon.
3. Fining conscript Ala' Abdulhussein, the member of company 4,
corps 1, the total of 500 rounds of ammunition B.K.C., and a
copy of the fine order to be sent to our HQ.
4. The following officers have been penalized by the commander
of the corps for the violations below:
a. First Lt. Hamed Adnan Commandant of company 4, corps 1 No pay
for three days for not following orders
b. Captain Abdulsalam Hashem (Not clear) No pay for three days
for not completing the allowances of ammunition, supplies,
and defensive positions
c. Captain Akram (Not clear)
d. Form an investigative board to investigate Lt. Hussein who is
charged with stealing materials from the port.

3. Reduce the consumption of the electric energy in the
government buildings and agencies and limit the use of lights
to occupied rooms only and make sure to switch the lights off
in all buildings after finishing the official working day.
4. Conserve the use of paper of all kinds and prepare a method
to stop the waste and use it in the best possible way.
5. decrease the hospitality allocations (coffee, tea, and soda)
in all the government agencies that have this kind of
allocation by 50%.
6. Stop completely purchasing any type of roses of any type,
plastic or natural.
7. Stop buying and offering foreign cigarettes in all government
agencies and ministries, and in the country as a whole.
8. All ministers and management leaders in all government
agencies and organizations must educate their employees
through lectures held for that purpose in order to increase
the spirit of economic awareness and self control in order to
decrease expenditure and reduce consumption.

My name is Captain (mil. eng.) Amer Kamil Mydan. I was infected
with a skin disease called Herpes which is widely spread for a
long time. So I visited the El Rashid Military Hospital where I
was treated by ultra violet radiation according to time table and
treatment course. A long time has passed without going to the
hospital. I went back to Al Rashid Military Hospital during my
vacation to receive the same treatment but the doctor at the
dermatology department refused to give me the treatment without a
letter and medical permit from my unit. Sir, the disease
increased constantly on my body and appears in areas where it did
not exist in the past. Therefore please accept my request for a
medical permit to receive the treatment.

company decided the following: On September 2, 1990:
1. The price on the tickets between Baghdad and Kuwait first
class will be reduced from 60 dinars to 50 dinars.
2. The price will change on the tickets between Baghdad and
Kuwait from 45 dinars to 30 dinars; this travel is limited to
government employees, military personnel, and the internal
security forces on duty or on vacation. Keep in mind that
they have to have a written permit from their units to prove
that. The new prices will start from 9/8/1990.

Subject: Preparation for the winter season
According to the letter from the Third Corps command, number 12063
dated October 10, 1990 which was communicated to us by a letter
from the 18th Division number 6083 dated October 13, 1990.
1. Receive the winter supply long enough before the season to
distribute it. It
is important,
however, to keep a
percentage of it as
a reserve. 2.
Consider securing
the following:
A. Because of the possibility of electric currents being cut off
and because we cannot allow any lights at the front groups
and formations, you should consider providing lanterns and
candles to be used temporarily.
B. Estimate the needs of nylon sheets which will be used to
cover the shelters, and the supply and food storage for the
possibility of rain.
C. Because of the shortage in gas and the need to conserve the
use of it, you should consider providing (al joul) (T.C.:
Unknown word) to be used for personal purposes at the
defensive locations because it does not take up a large
space.
D. Consider providing petroleum cookers for the officers
restaurants and use the petroleum burners for the rest of the
ranks.
E. Consider providing burners at a rate of one burner for each
small unit and two burner for each large unit to reduce gas
consumption.
F. Assemble the lightning rods very close to important locations
(supply storage, sensitive devices locations, command
quarters ) to reduce shock effects which might happen due to
thunderstorms during the winter.
G. Close and tighten all water tank covers in order to keep the
water clean and keep rain water out of the tanks.
H. Provide oil barrels enough for 10 days and distribute as
following: 2 days at company, 2 days at the units.

I. Use all material available (for example barrels and
containers) to store all reserve material at the front (such
as foods and supplies)
J. Surround the supply piles which are on the ground with sand
bags or blockades to prevent water from seeping through, and
surround them with poles from all directions and a drainage
system to collect the water.
K. Consider providing nylon sheets to cover the supply blocks
and to insulate the shelters using wood and tin.
L. Prepare and maintain the vehicle covers and check the
availability of the back cover.
M. Avoid storing supplies in low spots because they may collect
water when it rains.
N. Use battery lights instead of fuel lanterns inside the supply
locations
O. Check the fire extinguishing equipment to see that it works,
to be prepared for any shock leading to ammunition explosion
and affect the whole location.
P. Provide alternative locations for vehicles, because current
locations may not be suitable after it rains.
Please take necessary actions, and inform management officers to
carry out the above instructions.

1. The president and the commander in chief of the armed forces
(God keep him) was informed by the committee decision for
encouraging the commissioned officers and the reserve to
volunteer. The letter was relayed to us by a letter from the
secretary of the general command of the armed forces (top
secret and personal - 479) dated April 22, 1990, the letter
urges the acceptance of the volunteers from the ranks that
have finished their service contracts for 5 years, including
the service which they accomplished and that was stated when
signing the contract. His excellency ordered the following:
A. Provide them with real estate bank loans according to the
bank instructions when they sign renewal contracts for two
years.
B. All those who reached 20 years and are still needed can
continue in the service for 25 years.
