ACTIVITIES OF MINISTRY OF DEFENSE NOTED IN THE REPORT OF THE 
PERMANENT COMMITTEE ON FOLLOW-UP OF IMPLEMENTATION OF REQUIREMENTS 
	OF THE ARAB SECURITY STRATEGY

1. 	Commander of all ranks shall inculcate a legal and security 
awareness in the armed forces in order to acquaint them with 
provisions of the penal code, and measures and penalties due 
to any violation of these provisions.
2. 	Imposing strict controls on carrying arms outside cities.
3. 	Paying special attention and concern to small groups,  
learning about their problems, and settling them in a way 
which will preclude wayward behavior and drift to crime of 
all types.
4. 	Investigating psychological and mental diseases when 
conscripts are examined by specialized medical committees to 
take necessary action.
5.	Ameliorating living conditions of the armed forces and giving 
it special importance.
6. 	Commanders and supervisors shall affirm the moral and noble 
values, their dissemination among fighting men, as well as 
spirit of camaraderie, acquaintance and friendliness, and 
inculcating military virtues among soldiers, as this will 
deter wayward and evil behavior which leads an individual to 
crime.
7. 	Avoiding leaking of information and talkativeness and 
affirming the role of the family and society in attaining 
military security, which in turn,  prevents the enemy from 
benefiting from any mission performed in the battlefield or 
psychological methods through the information media.

1.	Despite our repeated directions through visits and 
conferences for care and alertness by all our troops, we have 
noticed a number of unfortunate incidents that are conducted 
by the agents of the imperialists and reactionaries in the 
area in which a number of our troops fell victim because of 
their carelessness and not following our orders and 
directions.
2.	As for the above, we reaffirm the importance of enforcing all 
our orders and instructions in order not to give any chance 
to traitors to inflict any damage to our forces.
a. 	It is banned to enter the cities except on official business 
and with heightened security.      
b. 	Care and attention are to be exercised by personnel and 
vehicles on public roads, and all should have their weapons 
ready to respond to expected incidents.
c. 	It is banned to interfere with the civilians and their 
possessions, and names of violators are  to be reported 
notwithstanding their ranks in order to take action against 
them.
d. 	All units are to take the necessary security measures to 
avoid such unfortunate incidents. Such measures may include

Per the top secret memo of the 18th division command (Operations) 
3790 on 8/20/1990. Due to the importance of the front, it was 
decided that the commandants personally implement the following:
1. 	All are to put on their helmets.
2. 	All are to carry their weapons, and no one is allowed to move 
around without their weapons.
3. 	Visiting downtown, or wondering around populated areas or 
public stores is banned completely.
4. 	The formations are to put forth a plan that would guarantee 
the security of headquarters.
5. 	Mixing with civilians is banned completely.
6. 	Tow water tanks are to be allotted to each platoon, and the 
use of such water is not allowed except in necessary cases 
and with our permission.
7. 	Establish a file for information for the purpose of 
reporting, following orders, continuing guard duties in the 
operations room.
8. 	The brigade is to establish a service close to the 
administration for: a. securing the necessary weapons, 
ammunition and supplies, and the service to be headed by the 
assistant brigade commander.
9. 	Formation are to send a liaison officer accompanied by a non-
commissioned officer with a vehicle to each brigade in the 
headquarters of the division. Those officers are to be from 
the south of Iraq who know the terrain of the area.
10. 	In case of violations as to the (not understandable to the

11. 	The commanders are not to leave headquarters for any reason, 
and if their is a reason, the headquarters of the division is 
to be notified provided that the departure doesn't happen 
permission to leave is granted.

The following is a summary of what was discussed in the conference 
held in our HQ on 8/22/1990.

1. 	Organize defense of the coastal areas in a manner that would 
prevent anybody from entering the houses.
2. 	Establishing posts on the surface is banned, and all surface 
posts have to be taken down, and false targets and deception 
are to be used. All are to be made aware of this which is to 
reduce the effectiveness of the enemy air power. 
3. 	The method of organizing the defense of coastal areas is to 
utilize the small areas of land on the sea shore to organize 
strong positions that would include a platoon of tanks, 
armored vehicles, heavy or medium gunners, antiaircraft 
gunners, infantry. The rest of the infantry are to be 
distributed among these posts.3

sector of each brigade, and plans are to be drawn to deal

battle food supplies enough for 3 days that must not be

During the visit of one of the corps HQ staff officers, the 
following were notice:
1. 	Trenches are still not completed, and so are the 
transportation trenches.
2. 	Tanks are still uncovered, and their colors are still olive, 
and there is a problem in the way they are arrayed before the 
hills, they should be arrayed against the slopes not the 
hills so that they wouldn't be easy targets for long distance 
firing.
3. 	Vehicles are still not arrayed and are not covered well, and 
firmness is required here.
4. 	Troops should get to know other troops, and they should take 
liaison seriously.
