            continued the momentum attacking and isolating Al Jaber airfield
            by nightfall (Tab R, S, sec 4). On 25 Februay, TFR continued the
            attack north toward Kuwait International Airport (KIA) (Tab R, S,
            sec 4). The following day , 26 February, TFR continued the push
            north encountering large numbers of dug in armor and infantry
            positions, numerous EPW'S, pockets of resistance and incoming
            artillery fire (Tab R, S, sec 4). By late on the 26th and early
            hours of the 27th, TFR had consolidated in an orchard area west of
            KIA which had previously been an Iraqi ammunition supply point
            (Tab R, S, sec 4). On 28 February, TFR reduced to MOPP-0 (no
            chemical protection). The Ripper mission to force Iraq out of
            Kuwait was accomplished without fatalities. Retrograde
            preparations began and TFR returned to Saudi Arabia early in
            March.



                                Personnel and Administration

             During the period of 1 January to 28 February the S-1 was
            involved with several main focus areas. The first of these areas
            was Casualty Reporting. Casualty reporting had several issues
            that needed to be addressed. Communication between forward and
            rear elements; Administrative control vs. Operational control
            reporting procedures; and Navy personnel reporting procedures.
            The next issue was Medevac. Serious questions surfaced regarding
            coordination, tasking of air assets, dedicated communication nets
            and reporting procedures of Medevacs. Recommend that Medevac
            responsibility be staffed at least at the MEF/MEB levels and a
            solid doctrine be established for users, medical personnel, and
            air support.
