              referred to in reference (b).

              bverboats are carried.

              2. Threat' Levels. 'Threat levels will normally be specified         by
              higher headquarters. Based on the threat, unit commanders are
              authorized to impose more stringent threat levels at their
              discretion. Any commander desirina to degrade'the threat level
              below +-hat estabiish@@by higher headquarters, 'Must make iiaiso      'n
              with Ist FSSS (AC/S S-3) and receive the concurrence of this
              headquarters before doing so. The followi@g NBC defense threat
              levels will be utilized by lst FSSG:'
