Subj: LETTER OF INSTRUCTION FOR ESTABLISHMENT AND MAINTENANCE
OF CHEMICAL DEFENSE DECONTAMINATION AND MONITOR AND
SURVEY TEAMS
Encl: (1) Matrix of Decontamination/Monitor and Survey Team
requirements.
(2) Decontamination/Monitor and Survey Team Training
Schedule.
1. Situation
a. Purpose. To publish instructions for the designation
and training of chemical defense teams.
b. BackQround. Forces deployed to Saudi Arabia as part of
Operation Desert Shield must be capable of continuing their
mission in a chemical environment. This is particularly
important for lst FSSG units because we provide critical
sustainment to I MEF ground forces. Decontamination is a
collective responsibility within any organization. This letter
of instruction details lst FSSG's decontamination organization
and associated training requirements.
E. Mission. Improve the Broup's capabilities to survive in a
chemical environment in order to continue to provide critical
si.astainment support to I MEF units as required.
3. Execution
a. Concept. The FSSO will establish personnel
decontamination stations (PDS), equipment decontamination
stations (EDS), and monitor and survey (M/S) teams, as
specified in this instruction. At a minimum, each CSSD will
have (1) of each of these teams trained and equipped to
accomplish decontamination and monitor and survey functions.
FSSG units stationed within the Al Jubayl Port complex will
establish and equip teams in sufficient quantities to conduct
unit decontamination if required. This approach will result in
adequate capability within the port complex, and provide
complete coverage for units that are not manned in sufficient
quantities to decontaminate themselves. Tenant units (e.g., HO
4th Marines) are invited to participate.
