           Subj: LETTER OF INSTRUCTION FOR ESTABLISHMENT AND MAINTENANCE
                  OF CHEMICAL DEFENSE DECONTAMINATION AND MONITOR AND
                  SURVEY TEAMS




               b. Team Composition. Personnel and equipment will be
           earmarked for use during chemical emergencies. We will not
           pre-stage people and equipment (with the exception of
           consumable supplies); they will be available for regular
           duties. Only NBC block training (4 hours) or actual
           contingencies will require dedicated use of personnel and
           equipment. NBC defense team organizational details are listed
           below:


                    (1) Each personnel decontamination station (PDS) team
            will consist of:


                        (a) Ten Marines, who will be required to complete
            four hours of block training in personnel decontamination.

                        (b) One M-923 (or equivalent) truck and one M-105
           trailer.


                        (c) Consumable supplies and equipment (TBI).

                    (2) Each equipment decontamination station (EDS) team
           will consist of:


                        (a) Ten Marines, who will be required to complete a
           minimum of four hours block training in equipment
           decontamination.


                        (b) Two M-923 (or equivalent) trucks and two M-105
           trailers.


                        (c) Consumable supplies and equipment (TBI).

                    (3) Each monitor and survey (M/S) team will consist of:

                        (a) Two Marines, who will be required to complete a
           minimum of four hours block training in NBC Monitor and Survey
           techniques.

                        (b) One GRC-160 to report monitor and survey
                     results.


                        (c) Consumable supplies and equipment (TBI).

                    (1) Each CSSD will have a minimum of one PDS, one EDS,
           and one M/S team. CSSD's operating from more than one location
           will ensure that EDS, PDS, and M/S teams are established at
           each location. CSSD's whose strength is less than 100
           personnel will be augmented with decontamination capability
