                   (3) (U) Dissemination of information.

                        (a) (U) Inquiries received from next of kin or other persons
        residing outside the theater, relating to recovery, identification, burial
        or location of remains will be referred with all available pertinent
        information through the USCENTCOM Joint Mortuary Affairs office (JMAO) and
        USMARCENT (AC/S, G-1) to the THIRD NCR for appropriate reply or referral.


                        (b) (U) Photographing remains except for official purposes
        is prohibited.

        3. (U) SPECIAL GUIDANCE

             a. (U) U.S. forces graves registration policy does not authorize
        cremation of remains, but does provide for temporary burial of remains
        pending arrangement of final disposition upon cessation of hostilities.

             b. (U) Large numbers of fatalities in certain tactical situations may
        preclude the use of regular Graves Registration procedures.            Health
        concerns may require mass burials of contaminated remains. Mass burials
        may only be authorized by the Theater Commander. However, if contact with
        higher headquarters is lost and a Graves Registration Agency is not
        present, the senior commander may authorize mass burial consistent with
        the provisions of reference (a).

        4. (U) LOGISTICS.     The handling and shipment of personal effects of
        deceased personnel will be in accordance with reference (a).
