     That we were able to do all of this successfully and that we
were never challenged at sea was because we were there, in force,
and were ready for combat from the outset. Even if the Iraqis
had posed a more formidable opposition to our sealift fleet, we
would have had the capability to defeat it and ensuYe the delivery

of essential Army and Air Force equipment and ammunition.

     After the President ordered additional reinforcements in
early November, Phase II reinforcements flowed smoothly and

were completed by mid--lanuary, with a total of six carrier battle

groups and two Marine Expeditionary Brigades afloat in the

theater, plus the 1st Marine Expeditionary Force ashore.


     This force of approximately 75,000 sailors and 82,000

marines in approximately 110 ships represented 56% of this
