                                    INFORMATION PAPER

           SUBJECT: Policy for Handling CW/BW Fatalities in Operation
           Desert Sto=

           1. Purpose. To inform Army TSG about special CSA Task Force
           to review current policy of handling remains of U.S. military
           personnel contaminated by CW/BW agents.

           2. Facts.

               a. Army is executive agent for Joint Mortuary Affairs.

               b. Current policy contains aspects which concerned the
           CSA, e.g., temporary interment in AOR and cremation.

               c. He asked the Superintendent of West Point, selected
           academic Btaff/and representatives of Army Staff (including
           OTSG) to review policy and make recommendations.

               d. Medical representatives on Task Force included COL
           Erdtmann, OTSG, and COL Pardi, Commander MEDDAC, West Point.

               e. Task Force met for 3 days and prepared recommendations
           to CSA.

               f. CSA was briefed on 3 Feb 91 and directed staff to begin
           implementing  recommendations of Task Force.

               g. Task   Force concluded that:

                   (1)   Policy needs to be broadened to address public
           opinion, not  just procedures, and for handling remains.

                   (2)   All remains need to be handled with care, respect
           and dignity.

                   (3)   Fatalities due to chemical and biological agents
           would likely  result in temporary interment in the theater.

                   (4)   Family's should be given choices in how remains
           would be managed.
