emotional illness did not require evacuation
theater. 13, 14 Reasons for the low rates of evacuation for
mental health problems include the motivation of individuals
attracted to an all volunteer U.S. Army, the strong support from
people back home and the media, and the success and brevity of
the ground war. Low rates of mental health problems also reflect
appropriate management of combat stress reactions in forward
areas when they occurred. 2 6, 3 0, 3 3
The health of 3d ACR soldiers during operations Desert
Shield and Desert Storm was very good. Use of an active disease
surveillance program documented soldiers' health and facilitated
early detection and monitoring of preventable illness and injury.
Use of active surveillance enabled military units to communicate
potential problems with one another. For example, the 3d ACR was
alerted by the Navy Forward Lab' 5of the of the theater-wide
epidemic of enteric disease when they arrived in Saudi Arabia
which resulted in the early institution of preventive measures.
Surveillance was also useful in documenting workload and
assisting in distributing resources. outpatient visits from the
3d ACR demonstrated an equitable distribution of medical
personnel to the Aid Stations and Clearing Station. The
significant proportion of orthopedic visits supported the
