SUBJECT: XM28 Advanced Simplified Collective Protection
Equipment Fielding for DEPMEDS equipped Hospitals.
1. Purpose,. To provide information on the status of the XM28
Type Classification Limited Production-Urgent (TCLP-U).
2. Facts:
a. Threat: The Iraq chemical biological (CB) capability has
been assessed as serious. The Iraq chemical warfare stockpile
has been confirmed to include, GA, GB, GF and Mustard. Iraq
biological warfare threat has also been assessed as serious and
includes Anthrax and Batulinum toxin capability.
b. In order to perform emergency care on the chemical
biological (CB) battlefield Corps hospitals must be protected.
Increased casualties and loss of sensitive medical equipment will
occur in an unprotected environment.
C. The XM28 is a chemical liner designed to fit inside a
Temper Tent. It will include a quick entry litter airlock, a
hermetically sealed filter canister, a portable recirculation
filter, and support kits each containing a 200 c+m blower and
hoses.
d. At the present time there are no CB protected
environmental control units (ECU). Prototype ECU's are currently
being tested at Dugway Proving Grounds and at the Chemical
Research Development and Engineering Center (CRDEC). In addition
these tests will address the XM28's ability to maintain
overpressure with a protected ECU. Results of these tests are
expected on I Dec 90. I+ favorable, a TCLP-U will be formalized.
e. On hand stocks of XM28 are limited to prototypes for
een recalled
to CRDEC for deployment to the AOR. These systems will be
provided to ARCENT to provide selective CB hardening to
in-country hospitals.
f. First delivery of XM28 is scheduled for 30.FY91. Efforts
are ongoing to accelerate. $4.4M has been programmed in FY 91
for purchase of XM28. Based on the force size and number of
hospitals deploying additional systems will be purchased. Funds
are programmed for FY92 ($7.87M) and FY93 ($8.71M).
