         SUBJECT; t" Second Tri-Service Task Force Meeting to Evaluate
         the Industrial Capability to Produce Anthrax and Botulinum Toxin
         Vaccines


         policy has not been determined yetr and will depend upon numerous
         political and medical factors. However, we should attempt to get
         the maximum amount of anthrax and botulinum toxin vaccine that we
         can. Possible sources to produce the vaccines for a short-term
         solution were discussed and the completion of the market survey
         will be by 1 Nov 90. veterinary facilities which produce anthrax
         vaccine have been contacted to see about their capability ?f
         supporting Project Badger. There are two such facilities in
         Kansas and one in Colorado. It would be anticipated that the
         vaccine would be produced in the veterinary facility and shipped
         to Michigan for bottling. The use of the farmenters at
                       was also discussed# and it was decided that a team
         from this Task Force will visit that facility after discussing
         the possibility with the FDA and the current owners of the
         toxicological facility.

         6.       It is planned that an invitation will be made to all
         industrial parties who have the capability of producing anthrax
         or botulinum toxin vaccine to meet in Michigan. These invita-
         tions will go out for an anticipated meeting the first week of

         7.  (U) A discussion of the contractual arrangements ensued# and
         it was felt that industry may want some long-term commitment, but
         we will have to determine that following the Michigan meeting.

         S. t" Contacting foreign governments for vaccine production
         wan entertained and these contacts will be part of an information
         package to ASD(HA). It was mentioned that
         and         luve anthrax vaccine production capabilities, and
         Engle    am capabilities for producing botulinum toxin vaccines.

         9.       It was decided that Colonel Bancroft will look at
         USAMRIID, WRAIR and LAIR as to their fermenter capabilities. It
         was decided that a scope of work will be prepared prior to the
         Michigan meeting. Colonel McCarty will obtain the number of
