         SUBJECT:       Tri-Service Task Force to Evaluate the industrial
         Capability to Produce Anthrax and Botulinum Toxin Vaccines


         3. t% Botulinum Toxin

              a. It is imperative that OSD(MA) provids to the Task Force
         the number of people to be vaccinated at the same places and same
         intervals as the anthrax vaccination.

              b. Since there are seven different subtypes of botulinum
         toxin, a separate tormenter is needed for each subtype, making
         this process sevea times more complicated than for anthrax, It
         in possible that        subtypes may be sufficient for adequate
         vaccination; this   c a on will be made separately.

         4. +S+ it must be noted that the companies identified in the
         market survey that produce anthrax vaccine are the same ones that
         would be capable of producing botulinum toxin vaccine, and,
         therefore, they could either do one or the other but not both
         simultaneously.

         S.       Complicating the production of either botuliftum or
         anthrax vaccine is the fact that once the vaccine is produced the
         building has to be condemned and cannot be used for anything
         other than spore vaccines.

         6. +&+ Taskings

              a. COL McCarty will request from OSD(HA) the number of
         people to be vaccinated for both anthrax and botulinum toxin.

              b. COL McCarty will ask Logistics to determine the
         feasibility of using the                          Mao a
         vaccine production facility.

              c. COL Bancroft will check for government agencies which
         may be able to produce the required vaccines to include Plum
         Island.
