          SUBJECT:        Tri-Service Task Force to Evaluate the industrial
          Capability to Produce Anthrax and Botulinum Toxin vaccines


          tasked to find any government activities that could produce
          either anthrax or botulinum toxin vaccine. It was concluded that
          the market survey should identify the most likely industrial
          sources and representatives from these sources will be invited to
          Michigan to look at their facilities and determine if they have
          the capability to produce either vaccine.

               d. It must be emphasized that any production of anthrax
          vaccine over the estimated                         available on
          I Feb 91 will be an IND and not a licensed product.

               a. A concern regarding storage and distribution was raisedt
          and it is currently planned that the compa   "Y  will hold bulk
          production, and once bottled, it will be shipped to USAMRIID.
          Off-post sites to store the vaccine must be considered as more
          vaccine becomes available; however, security becomes a major
          issue.

               f. After industrial firm capability is determined, cost of
          production will be made.

               9          h timeline for anthrax vaccine above the antici-
          pated           i             Lanned are as follows-

                   (1)   market survey to be completed by 1 Nov 90.

                   (2)   An oral commitment from industry; Between mid-Oct
          and I Dec 90.

                   (3)   Solicitation and award of a contract: From mid-Nov
          to I Jan 91.

                   (4)   Immunization of the personnel and the firms who won
Feb 91.

                   (5)   Production of the vaccine-. Mid-Feb to I Apr 91
          (the first batch of vaccine from an industrial surge).

               h.  It must be noted that any firm other than Michigan will
          produce a vaccine under an IND and not A licensed product.
