                 In consideration of the threat presented by the

            possession of biological warfare (hereinafter referred to as

            IIBW") by several nations and holding the conviction that

            strict analytical procedures recognized by the international

            community are required to positively identify and confirm or

            deny the use of BW agents in future conflicts and

            contingencies have agreed as follows:

            1. As considered appropriate the United States Department of

            Defense (hereinafter referred to as DoD)



            will exchange suspected BW samples between DoD and MoD

            laboratories for analysis.

            2. Collection of Samples.    Suspected BW samples may

            originate from a theater of operations during a

            contingency/conflict involving either United States



            3.  Sample Handling Procedures.

                a. Suspected BW samples collected by the military

            forces of the United States                      will be

            immediately packaged in accordance with standardized and

            agreed upon procedures. Samples will be shipped to the

            respective country's laboratory listed below in accordance

            with safety, security and chain of custody requirements.
