                  b. Upon receipt of a suspected BW sample, the receiving

             national laboratory will divide the sample into three parts

             as described below:

                        (1) Part one will be retained by the receiving

             laboratory for analysis.

                        (2) Part two will be packaged and immediately

             shipped to the others country's laboratory for analysis.

                        (3) Part three will be retained by the receiving

             laboratory and stored for future analysis by a disinterested

             third party as required.

                  C. The country obtaining the sample will be responsible

             for preservation of and expeditious shipment of samples to

             the other country for analysis.

                  d. The shipping country will maintain proper handling,

             packaging, and continuous chain of custody of the sample from

             point of collection. Sample handling and packaging will

             conform to the transportation regulations of both countries.

             Chain of custody will involve maintenance of sample safety,

             security and documentation of custody from the point of

             collection.

             4. Primary Laboratories.     The primary laboratories in the

             United States                         which will analyze

             suspected BW samples are as follows:

                  a.   The United States Army Medical Research Institute

             of Infectious Disease, Fort Detrick, Frederick, Maryland.
