          I.   (U)  Representatives from "he Services, joint Staff, and osz
          staff met on 29 Aug 91 to continue coordination for the Joint
          Services Committee Or. Biological Defense.     The agenda and attendee
          list are at Enclosures 1 and 2 respectively,
              (U-)  Synopsis of briefing and discussion
              a. @ MG De! Rossor Army, provided openingr comments,           The
          purpose of this meeting was to review the DEPSECDEF Memo, 26 Aug
          91, appointing SEC@MY as DoD Executive Agent for biological
          warfare defense, approve Terms of Reference (TOR), review the
          assessed BW threat, -ece,'-ve initial work groun status reports, and
          briefly discuss the concept and general outline of a projected JCS
          information briefing.
             b.   (U)  The committee briefly reviewed and approved the TOR
          without comment, Army, OOCSOP
                                          5 (DAMO-SW) t will provide copies
          the TOR to DJS and SE-@@Y for their information.

             d.        CWO3 Bryce, USMC, briefed efforts of the
          Decontamination Working Group to,include requirementst current and
          future efforts, funding profiles, problem areast and
          timelines/milestones. Efforts centered on status of current and
nt and decontamination solutions.
          Army initially indicated that no ROT&E funds are required for
          FY92-97; however, additional analysis is required.
