          MEMORANDUM FOR: SEE DISTRIBUTION

          SUBJECT: Minutes of the Biological Defense Committee Meeti
                    19 September 1991, Memorandum 4-91 (U)


          1. (U) Representatives from the Services, Joint Staff, an
          staff met on 19 Sep 91 to continue coordination for the Joi
          Services Committee on Biological Defense. The agenda and a        !e
          list are at Enclosures 1 and 2 respectively.

          2. (U) Synopsis of briefing and discussion items:

              a.       MG Del Rosso, Army, opened the meeting by remit
          attendees that the committee is operating on short timeline
          will require a fast response to taskers in order to meet br
          and plan deadlines. Each Service representative is response
          for keeping his Service's leadership informed as appropriate
          are developing a DoD plan and active participation by all S(      s
          and the Joint Staff is required.











              C. (U) MG Del Rosso reviewed the Biological Defense PI
          outline and asked if there were any recommended changes. TI
          committee agreed to delete paragraph VI D (Possible Bill Pal
          because it is outside the committee's terms of reference to
          nominate bill payers. There was some discussion on the nee(
          recommend or develop vaccination policy. The committee agre
          that a plan is sufficient to address operational issues and,
          required, policies can be developed by OSD from this plan f<:
          program implementation.

              d. (U) Committee members reviewed the Tank briefing fc
 strawman without comment. The briefing is scheduled for IOC
          hours, 9 Oct, to the Service OPSDEPS. For planning, the bri
          will be 20 minutes in duration beginning with a 5 minute DIT
