        SUBJECT: Minutes of Desert Shield BW Working Group


        5. Exception to use. COL Bancroft stated that the Under
        Secretary, HHS, can grant the military exception to use IN
        without informed consent.

        6. Production of C and E Botulism vaccine. COL Tomlinson
        stated that a three year contract has been signed with
        make C and E Bot (E first). The company would stop making
        Bot. Two new production lines are being established and 1
        term production looks favorable.

             7. Laboratory Update.

             a. COL Pick stated that the 996th laboratory Detachme
        (VA) has completed training and will be going into Riyadh
        shortly.

             b. He asked if the Anthrax "smart kit" should be
        distributed through the 47th MEDSOM or directly to medical
        treatment facilities. The issue was discussed and the fol
        questions were raised:

             (1) What do you do when you get a positive test (from
        medical and medical intelligence standpoint)?

             (2) What is the plan to use the kits?

        There are presently         0-
        more. The group felt that because of the present scarcity
        the kits that they should be placed at the hospital level
        let the hospitals decide if the kits need to go further
        forward. As more kits become available, they will be
        distributed farther forward. The objective is to have the
        where you see acute respiratory distress or respiratory de

        developed by by COL Porr and MAJ Eng.

             C. COL Pick raised a point concerning the anthrax
        vaccination policy. He asked if any thought had been give
        testing antibody levels in personnel and, then if someone
        exposed, give them the vaccine and test to determine the e

        existed for this policy. It would not be practical for
        widespread use, but could be used in individual patient
        management.

        8. Navy lab rotations. CDR Paleologo stated that the Nav
        rotations are in progress and additional diagnostic person
        are being added.
