THE AD HOC WORKING GROUP FOR THE MEDICAL
DEFENSE AGAINST BIOLOGICAL WARFARE

3. (U) PURPOSE: To assess the biological warfare (BW) threat
against U.S. Forces in support of Operation Desert Shield and
to evaluate the ANEDDE ability to respond with emphasis on
Detection and Surveillance, Diagnosis, Therapy, and Prevention,
including Personal Protective Measures, Chemoprophylaxis, and
vaccination.
4. SUMMARY OF MEETING:
a. (U) The After Action Report from the Ad Hoc Working
Group's meeting of 28 September 1990 was reviewed and stood
with one correction. Paragraph 4(d) should read that the USAF
representative would submit a request to bar headquarters for
Air Force personnel to augment the NFL, if the Navy requested
such support.
b. The personnel from the BW #$Vaccine Team" have
returned to their permanent duty stations. This tri-service
team has trained and assembled the required ancillary materials
(e.g., needles, syringes, alcohol pads). The team 9 prepared
to deploy to theater on short notice with the pre-positioned
vaccine at UBAMRIXD and all other necessary materials to
perform their mission. Depending on when the team deploys, the
may not be sufficient to
vaccinate all personnel which will necessitate the
prioritization of individuals and units for vaccination.

c. Intelligence Update. The APKIC representative
provided an intelligence update. She reported that the threat
addition there is an continuing effort to obtain blood samples
from Iraq defectors in order to determine if BW specific
antibodies are present.
d. Update on BW Working Group. USAMRDC reported that
the current recommendations from the JCS and DOD were to
accelerate the production of anthrax and botulinlim vaccines,
stockpile both, continue monitoring the threat of BW, and to
delay vaccinating the force. The DOD Task Force, which has
been charged with the responsibility for assessing the
