          SUBJECT:    Comments Relative to the Use of the Topical Skin
          Protectant, ICD1536



          I      Requirements,    objectives,   operational    characteristics,
          technical assessment, operational and cost effectiveness, as well
          as other issues related to topical skin protectants (TSP) are
          outlined in a draft of the Required operational Capability (ROC)
          for the Chemical Warfare Agent, Topical Skin Protectant (enol 1).
          As stated in this document, dated I April 1990, "TSP's are intended
          to provide individual skin protection by inhibiting percutaneous
          CWA penetration or direct action of CWA on the skin; enhance the
          effectiveness of fielded skin decontaminating systems, minimize the
          immediate need for skin decontamination; and may allow for reduced
          levels of MOPP gear worn during periods of heightened threat of CWA
          attack.   TSP will provide special purpose individual protection
          by providing nonrestrictive CWA protection for SM performing high
          dexterity tasks and special protection of SM performing special
          hazardous NBC operations."      The Roc was prepared to delineate
          characteristics, use and doctrinal implementation of the ideal TSP
          into the force structure. ICD1536, a TSP, appears to possess some
          of these characteristics.

          2.    The following comments are submitted for review and possible
          doctrinal implementation of ICD1536.

                a.   Until further data is gathered and except as noted below,
          we recommend that TCD1536 be used as an adjunct to current use of
          MOPP gear, not as a substitute. Initial USAMRTCD studies show that
          ICD1536 is able to significantly reduce injury caused by blister
          agents, but not to totally eliminate it.
                b.   Strong consideration should be given to a doctrinal
          approach which prescribes application of    ICD1536 at the time the
          order is given to assume MOPP 1 or higher posture or at the
          discretion of the commander.      Application of the topical skin
          protectant should include those areas of the body at the closures
          of the MOPP ensemble: neck, wrist-forearm, and ankle-lower leg.

                C.   Reapplication rate of this protective barrier cannot be
          estimated with accuracy until a human environmental studv n
          progress to determine the effect of sweating
